Caroline has an extensive background in public policy design and implementation, with expertise in school education reform in Australia and the UK. She has held a number of senior executive positions within NSW Government, including most recently as Executive Director, School Workforce within NSW Department of Education. Prior to this, Caroline spent 6 years leading social policy reforms at the NSW Department of Premier and Cabinet. This included leading the NDIS Reform Group supporting NSW's transition to the NDIS, and as a founding member of the NSW Premier's Implementation Unit, where her work concentrated on education, family safety, youth homelessness and children's health. Before joining the NSW Government, she spent 6 years in the UK Civil Service working on education policy, strategy and delivery. Caroline holds an honours degree in English Literature from the University of Oxford, and a Masters in American Literature from Cambridge University. She has two young daughters, teaches primary ethics at her local school, and is a Director of an education Not for Profit.
