Richard Bolt (Fellow)


Richard Bolt is Vice-President of Strategy and Innovation with Swinburne University of Technology, where he has responsibility for university-wide strategic planning and the related functions of governance, legal services, integrity, commercial strategy, risk management, business analytics and campus planning. Richard has more than 30 years’ experience with a career focused on the creation of sustainable public value through better strategic planning, engagement, collaboration and innovation.

He has held many senior positions in the Victorian public service, including head of energy policy under the Bracks government, Secretary of the Department of Primary Industries, and Secretary of the Department of Education and Early Childhood Development. In 2015, Richard became the Secretary of the newly formed Department of Economic Development, Jobs, Transport and Resources (DEDJTR), which delivered a diverse program of economic initiatives and Victoria’s largest-ever transport construction program.

 

Richard has a Bachelor of Electrical Engineering, a Master of Public Policy and Management, and is co-author of two books on Australia’s security. He is currently a member of the stakeholder advisory panel to Australia’s Chief Scientist, Alan Finkel, for the development of a national hydrogen strategy. Richard was awarded a Public Service Medal in the 2018 Queen’s Birthday Honours
