Just Transitions Analyst

CPD is looking to contract an outstanding Just Transitions Analyst in Jakarta for a 4-month role

We’re seeking a qualified analyst with experience in energy subsidy modelling and social policy evaluation, particularly using Indonesian household-level data. This short-term opportunity is ideal for someone with strong writing skills and the ability to translate data findings into clear, actionable policy recommendations.

This is an exciting opportunity to be part of CPD on a fixed-term basis and work on some of the most critical issues facing our economy and society. Our team enjoys frequent interaction with government policymakers, private sector, media, and the wider policy world. 

The successful candidate will be based in Jakarta and work on a part-time, hybrid basis, with a mix of remote and in-person collaboration.

Here’s a taste of what you’ll do

You’ll support a policy paper that will serve as a technical and political guide for reforming Indonesia’s fossil fuel subsidy policy. The work focuses on advocating a shift toward targeted, adaptive social support for energy access, using data-driven insights and policy practicality.

You will be responsible for:

Data Preparation and Processing

  • Access and clean relevant datasets (e.g. SUSENAS, SAKERNAS, DTKS)
  • Harmonise variables related to energy expenditure, household characteristics, and welfare classification
  • Construct indicators of subsidy beneficiaries and household energy burden

Policy Simulation and Impact Analysis

  • Conduct a microsimulation of subsidy-to-transfer policy scenarios (electricity and LPG)
  • Estimate fiscal savings under different targeting options
  • Conduct benefit incidence analysis (BIA) to assess equity and progressivity
  • Estimate behavioural response to removal or reduction of subsidies (using demand elasticity if available)

Integration and Reporting

  • Work with CPD’s policy team to translate quantitative findings into policy recommendations.
  • Provide tabulations, visualisations, and statistical outputs for inclusion in the report.
  • Review and validate assumptions used in policy modelling
  • Participate in internal discussions and consultations as needed


About you

You’ll be the right person for the job if you have the following skills and experience:

Education and Experience

  • Master’s degree or equivalent in economics, statistics, public policy, or a related field
  • Minimum 5 years of experience conducting quantitative policy analysis, ideally in energy, social protection, or public finance
  • Prior experience working with Indonesia’s household survey data (SUSENAS, SAKERNAS, DTKS) is essential.
  • Ability to work independently remotely while coordinating closely with a policy team


Technical Skills

  • Proficiency in STATA, R, or Python for data management and statistical analysis
  • Strong data visualisation and communication skills
  • Ability to translate data findings into policy recommendations


Other Desirable Competencies

  • Experience engaging with policymakers or multilateral institutions (e.g. Bappenas, Ministry of Finance, Ministry of Social Affairs, Ministry of Energy and Mineral Resources, World Bank)
  • Experience with microsimulation, benefit incidence analysis, and fiscal impact modelling
  • Strong organisational, documentation, and communication abilities in English (Bahasa Indonesia fluency is essential)
  • Understanding of social protection systems and their interoperability with subsidy programs
  • Familiarity with government energy subsidy policy and targeting mechanisms
